The Select Committee moved to approve regulations establishing a public investment management information system aimed at enhancing transparency, accountability and coordination of government investments, with minimal additional cost. Members broadly supported the measures, citing benefits for project identification, monitoring and public‑private partnership oversight, while also critiquing current opacity in PPPs such as the Nairobi Expressway and the Hustler Fund. The debate underscored the need for stronger reporting and fiscal prudence in public investment projects. Members debated the Public Investment Management Regulations, highlighting chronic budgeting delays, lack of value for money and poor project oversight, especially in TVET and the Mlolongo‑Capital Centre expressway. While Hon. Liza Chelule and Hon. John Mutunga praised the proposed regulations and the Project Cycle Management approach for improving transparency and efficiency, they also called for greater public awareness and stricter monitoring.
