Yes, it was clear, but I want react to what Hon. Kangogo has just said. Section 39 (2) is very clear on disbursement of funds. Unfortunately, it does not specify what should happen if the National Treasury fails to comply. As legislators,
we need to review how to enforce Section 39(2), so that it is followed to the letter. If that were done, we would not face the challenges that Hon. Kangogo mentioned. Thank you.
