Session Summary

Senators criticised the disproportionate allocation of funds to county salaries over development, urging a minimum Kshs6 billion per county for meaningful projects and a unified system to curb revenue leakages. They called for an intergovernmental mechanism to enable Senate oversight of national ministries and parastatals handling county functions, and highlighted specific infrastructure and health needs in their constituencies. The debate combined frustration over current inequities with constructive proposals for improved devolution governance. The Senate reviewed the revised recurrent expenditure ceilings for county governments for FY 2024/25 and moved through the Committee of the Whole on the County Allocation of Revenue Bill and the County Governments Additional Allocations Bill.
